Diaspora-led relief infrastructure developed in response to Tropical Storm Rafael's impact on Jamaica. ITEM713 structured the entire initiative, organizational framework, stakeholder communications, fundraising strategy, and operational coordination across North American and Caribbean networks. The project operated as a rapid-deployment model for community-led crisis response.
